TL;DR

Legacy is the quiet core of the Forever reveal. Blizzard's panel recap described it in one line - "Legacy progression for players who love leveling and running alternate characters" - and left the rest to the roadmap and the pre-release builds. The captured build data fills in the shape: Legacy is an account-wide perk system that rewards the Classic-style habit of leveling many characters.

How Legacy works

Captures from the September 12 pre-release build show Legacy organized as perk trees under three branches. Per classicwowforever.com's transcription, 17 perks have been identified, each with captured tooltips and source links.

The design intent is clear from the names. Perks like Talented (start earning talent points at level 9 instead of 10, still capped at 51) and Well Rested (faster rested XP) exist to make the first hour of every alt better. Others like Diplomat (reputation +2% per rank) and Frequent Flier (flight paths cost 50% less, mount 20% faster) are account-wide convenience that compounds across levelling a dozen characters.

The 17 captured perks

Adventure branch: Talented, Well Rested, Thrill of Adventure (killing blows restore 1% max HP/Mana), Frequent Flier, Field Guide (camp feature cooldown -8%), Field Medicine (bandage cooldown shorter).

Resourcefulness branch: Diplomat, Permanence (camp and long class buffs last 50% longer), Reagent Economy (class abilities no longer need vendor-purchasable reagents; Tier 1 camp features free), Gourmand (food buffs +33%).

Professions branch: Bartering (vendor prices -5%), Working Overtime (+4% skill-up chance), Dedicated Study (+1 skill to lowest tradeskill, 23-hour cooldown, swaps to elemental essences at max), Bountiful Harvest (20% more Scarce materials), Performance Bonus (crate turn-ins can double Merchant's Favor), Luremaster (25% extra fish with a lure), Master Chef (10% extra cooking result).

All 17 are rank-preview captures from unspent pre-release tooltips. Higher-rank effects and unlock requirements remain unverified, and the "always be 60" design means none of this is gear-gated.

Camping is the social half

Camping is the outdoor-world half of the same design. Players craft campfires in the world; other adventurers can stop by, contribute through their professions, and share campsite buffs. The captured mechanics show a tiered additive system - Tier 1 camp features are cheap or perk-subsidized via Reagent Economy, and Permanence extends how long camp rest benefits and long-duration class buffs last for your party or raid.

The shared-campsite layer is an explicit attempt to pull people together in the open world, not instance them away. It pairs with Legacy on the same core philosophy: rewards come from playing the game - leveling, running dungeons, exploring - rather than from a march through endgame dailies.

What it means for classic players

Legacy and Camping answer the biggest "but is it real Classic?" objection leveled at Forever after the reveal. Blizzard is not adding mechanical shortcuts that shrink the journey; it is adding systems that stack benefits for players who repeat it. A 20-alt player in Forever is building toward exactly the account-wide convenience the custom servers' modern-QoL trend has been promising for years, using systems that respect the vanilla pace.

That is also the angle that matters to private-server fans: Turtle WoW-style QoL and character-favor systems all have analogs here, but official, free, and attached to a client built by the actual team. The modern-QoL movement's features and the Classic purist's pacing get reconciled in one package.
